ECZ Group is a one-stop shop for all your construction needs. ECZ achieves the highest level of quality projects by guiding them through all phases; concept, permitting, design, financing, procurement, construction, and final delivery.  As a multidisciplinary team of architecture and engineering professionals, we are able to best fulfill our client's individual needs, achieving environments in complete harmony with their intended use and existing surroundings.  This is done in order to achieve efficient use of facilities while minimizing adverse impacts on the environment.


ECZ works on each project individually.  Each one has its own importance, requirements, challenges, and possibilities that need to be tailored in order to meet the clients’ and users’ expectations.  We pride ourselves in that personal and individual service, each project is of the same importance no matter the budget, scope, or size.  By having an experienced, multidisciplinary team of professionals under one umbrella, tight and effective coordination of all aspects of your project is taken care of efficiently.

ECZ’s methods and organization keep our overhead low and maximize your investment.  Also, we use the latest technology available to maximize performance while lowering costs.  Our team of professionals has a vast amount of experience in a wide array of projects, from a single home remodel to mixed-use developments, with over 60 years of combined experience.


With the acknowledgment that clients deserve their ever-growing needs, expectations and budgets met, ECZ works following the Integrated Project Delivery Method.  As developed by the AIA in 2007, this method does not follow the traditional method of handling and delivering projects, where the design is finished and passed to someone else to finish it. Instead, we involve everyone during the process to eliminate pitfalls, time delays, and miscommunication from the traditional method.  With this, our clients benefit from total coordination between design and field professionals in all aspects to better accomplish expectations.

We are a local Corporation formed under the laws of the Puerto Rico Commonwealth. We assembled a team of Engineers, Disaster Recovery Auditors, and Specialists with a lot of experience in PROCUREMENT PRACTICES and the proper process in which, it (The Procurement Law) must be ADHERED to for Federal Regulation Compliance and Stafford Act Funds Utilization. Our staff comprises individuals with Federally Declared Disasters experience. Well-rounded, multi-faceted, and with multiple job disciplines to their credit, OUR TEAM offers great value to a SINGLE team member. The ECZ TEAM will assist your current staff and contractors to ensure that all Federal monies received follow the proper guidelines set forth.

President / CEO –Emilio Colón-Zavala

Born in Troy, New York, graduated from the University of PR High School (Cum Laude) and pursued a bachelor's degree of Science in Civil Engineering, at the Mayagüez campus of the UPR, graduating with honors.

Was an intern at NASA’s Center for Space Construction at the University of Colorado program, researching structural design for a long-term lunar base in 1991. Licensed to practice engineering in Puerto Rico since 1992. His career began with Redondo Construction, where he was responsible for projects for the PR Highway Authority.

 

In 1994, he began working at Quality Engineers & Contractors, serving as project manager, becoming vice-president, and member of the Board of Directors. He was responsible for the development of over 1,500 housing units and commercial projects. His project “Villas del Bosque”, was awarded the social interest project of the year 2000, by the PR Association of Home Builders. In 2008 started his own companies, ECZ Group and Endeavor Construction Group, dedicated to engineering and construction services, providing a wide scope of services on projects, both public and private such as; The Humacao Fine Arts Center, Pier 6 in San Juan, Port of Las Americas and Paseo de la Real Marina in Aguadilla among others. He has also been involved in initiatives to dehydrate fuel-grade ethanol and establish an anaerobic digestion plant to produce gas.

 

Mr. Colón-Zavala is a member of the engineering honor society Tau Beta Pi since 1991. In 2006 was named emerging leader under 40 by the CIAPR’s Institute of Civil Engineering. Also has participated in professional associations such as; Associated General Contractors in PR and at the National level, the National Society of Professional Engineers, where he served as chairman for the PR Chapter in 2010. In 2010 was named a member of the PR Building Code Adoption Committee representing the PR Builders Association, where he served until 2019. He also obtained a designation of Authorized Professional with OGPe to issue certain permits as per Act 161-2009.

 

Served as Chairman of the PR Builders Association (local chapter for NAHB and ULI), PR State Representative, and Executive Board Member of the National Association of Home Builders (NAHB) in 2018 and 2019.  In 2018 was named to ENLACE Project’s Board of Directors. Served on the PR Chamber of Commerce’s Board of Directors representing the PR Builders Association in 2018-2019.  Also, served from March 2019 until June 2022 as Chairman of the Workforce Innovation and Opportunity State Board.  Was Co-Chair of the PR Economic Task Force for the COVID-19 Pandemic Response in 2020. Currently serves as Chairman of the PR Business Emergency Operations Center. He was recognized as the 2021 Distinguished Civil Engineer by the CIAPR.
